Having trouble editing "WeaponsItems" in SFC3...

I'm in the process of making my own mod for SFC3 and I'm having some trouble.  I try to edit the characteristics of the weapons in the "Weaponsitems.gf" file but my editions don't seem to have any effect when I load the game.  Am I missing something here?  Any info would be appreciated.
