ISC Invasion Starting year

Only 2 choices.  I'm thinking 2 "turns" per game year like it's done in F&E.  Starting in 2279 gives us a little more opportunity to see SOME tech development.  2283 jumpstarts us into Late era.

This is non-binding and ultimately will be up to the RMs but this will give us a feel as to what the community wants.
