A kind of tractor beam effect can be obtained with money.

Money seems to radiate some invisible force that only women and freeloaders seem able to detect.

If one has money, no matter how hidden and hemertically sealed one's wallet is, they are drawn towards it. If one's wallet or pockets are devoid of money, they are repelled.
 
Scientists should conduct experiments to investigate this force rather than fart about with lasers. 
The Klingons have many ways to fry a cat. I prefer to use an L7 Fast Battlecruiser!!
