This is a class of Andromedan ship known as an SSU, or Small Support unit. They perform a variety of tasks however they were adapted to the MWP configuration to counter galactic attrition units. They are basically the Andro equivalent of a fighter or PF, but they don't really fit precisely into either of those two categories. They are nasty opponents though, mainly because their PA panels and batteries give them capabilities far beyond what a unit of their size should have. Motherships can carry up to twelve of these.

The more I read about the Andromedans the more I like them as an enemy.
There are many parallels, coincidental or not between the Andromedans and the pre-Voyager non-castrated Borg. It wouldn't surprise me that the Andros were the basis for the Borg.

Unknown. They might have been, but it's impossible to make an accurate assumption.
