The Word D'era is equated with the Terran term "Divine Right", and comes from the Romulan(actually ancient warlike Vulcan) philosophy of them Conquering the Universe
BTW the Twin "heads" represent the sovereign worlds of Romulus and Remus

Even the F-14's AWG-9 fire-control system, superior in many respects, does not field as many features for command-and-control capability. Also, unlike the Flanker, the Foxhound-M (now unlikely to see service due to budget constraints) will filed the A-77 "Adder", an AIM slightly superior to the AMRAAM.
Four MiG-31's flying line-abreast with 200Km seperation can provide the same rarar coverage as an AWAC airfraft and "shoot-in" to the forward air battle with 120Km AA-9 "Amos" missiles while directing intercepts from other assets in the area. The Flanker can performe the same function, but its radar coverage is not so far-reaching.

Well the size of the ship has alot to do with the shape...after all this is not Star Wars...Star Trek ship scales are believable
so if its going to be big...it has to cut a few corners no???
As for Remus being a Sovereign Planet...of course it would be...ALL the Planets are Sovereign Property of the
Romulan Star Empire...no matter how small...and especially after the Events of Nemesis...the Romulan government would most definetly be re thinking the Reman Role in the Empire
