FAA Issues License for Historic Sub-Orbital Manned Rocket Launch
WASHINGTON, DC - The U.S. Department
of Transportation today announced it
has issued the world?s first license
for a sub-orbital manned rocket
flight.
The license was issued April 1 by the
Federal Aviation Administration?s
Office of Commercial Space
Transportation to Scaled Composites of
Mojave, Calif., headed by aviation
record-holder Burt Rutan, for a
sequence of sub-orbital flights
spanning a one-year period.

cool!
There are two Canadian teams (The Canadian Arrow and da Vinci), but I think that Spaceship One has the most potential. So I rather hope that Rutan is first. Neither the Arrow or da Vinci have the potential (that I am aware of) to scale up to a real reusable orbital vehicle, Spaceship One does.
Think that they might try for July 4th to launch for real?

The thing about small efforts like this is they can indeed perform schedule magic like that by working as hard and fast as they can.
