It Shouldnt be a Issue at all, If people prove they can do it and do it safely thats all that should matter.

Probably for the same reason its illegal to shoot a firearm into the air...

FAA human certification of the craft. Flight plan management, range safety and finally coordination so it is not mistaken for an ICBM Strike by any nations defense systems.

I think it would be great to see it pass, even have my own designs to try out one day...
But someone somewhere is goin to drag their feet on it...

Well if Bob and Cletus can do it cheaper than the government then go for it.

I believe that back in the 1980's the U.S. was a signatory to an international treaty that made the nation from which a spacecraft was launched libel for any damages caused by that craft. There were some outcries at the time because it effectively gave NASA an ironclad monopoly. Also the way the U.S. government implemented it specified rockets needed a permit for launche, rockets of any size. One of then model rocket companies began to include the proper permit forms with each engine. After the deluge of forms a minimum size was put on the rocket to need the permit.

I will have yall know my space ship is made from the best parts found at the Wal Mart, And only the most expesivest Duct tape knowed. As soon as i git it off the cinderblocks and my hound dog stops nursing her pups in it, Se will be ready to go.
