I wouldn't say that... look at this ship:

That is the IJN Fuso, a WWI-era Japanese battleship. Notice the rather 'untidy' design of the superstructure- they were called 'pagoda ships' because of those towers.

A ship can look a little messy, yet still make it into production. The bottom design instantly made me think of the Fuso's.
