Feds got the magic Photons.  I want my Bird of prey that can fire when cloaked. lol hehehehe.

Then the Romulans get "Both" the Phased Cloak AND the Uber Cloak (Firing while cloaked, with shields)

Well, then we need two things then: 1st we need an additional legendary officer with telepathic skills, and double duty for the medical officer who puts in sensors in photons  ( Star Trek VI Undiscovered County reference  folks) hehe

Actually...it is *almost* possible.  All you have to do is make a near-transparent BOP model, and in the stats make it nearly unhittable  But it would still be vulnerable to tractor beams...:(
