I have found what i have been looking for. this the  Windows version of Starfleet I: The War Begins (Beta version(it works though)).

This version throws all tactics out of the window and i do mean it.

Ok, I'll bite. What is it? I have starfleet command I, II, and OP. So what is this?

If you remember the old DOS version of Star Trek, you will be familiar w/ this game.

This is the updated version of the DOS version from Interstel.
