So what exactly are the transfer rules? Are they completly dynamic now or do they occur at 8 AM and 8 PM EST?

They were originally 12 noon and 12 midnight. Then changed to 8 am and 8 pm.
But, that seems to have been extremly loosely enforced. :-X

Quite frankly, I wouldn't mind them being completely relaxed. Might lead to a little much need heavy metal attrition.

+ or - an hour arounf 8 and 8. Try to get close to that...

Ahem!!! When you lose your first DNH, you are NOT allowed to run back to the shipyard over and over to get more DNH's until they are all gone.
Unlike CB's, those DNH's don't grow on trees, you know.

You've been reading from the wrong dictionary.

However, when I look in my Big Bruce Book of the Gorn Language, it defines Race Monitor specifically as "someone who steps on Kroma's buzz". Hey, man, it's what they pay me the big bucks for.
