Title: asia class battleclinic

i have revise the spec for the asia at the battleclinic and i include the chnage in the raw files, for those who have already download the mod, here the new spec: the years available should be -120 to -50, since it was before the early heavy cruiser constitution class prototype, the ui is of the fcl, warp power is 10, impulse is 2, the shild are 20-18-16-16, foward hull 6, aft hull 6, excess damage is 6, the weapons are the same.
