I found something that looks very similar at bcfiles, but I noticed some distinct differences.  It's Poseidon class.  Here's a link to it.

They are quite distinct looking from one another. I really like the warp nacelles and the impulse placement of that ship I linked. I havent seen one quite like it.

I agree, and the one I found is clearly a Sovereign-Prometheus kitbash, however I've already begun converting it to SFC3 in case anyone wants it, but when I tried to contact the author, my email bounced back.

Hey U.S.S. Phoenix, if you're reading this, is it ok if I convert this ship?

In that case, I'll see if I can whip up a mesh in a few days.  I'm not going to be able to start on it until tomorrow evening, though.  I'm at my parent's house right now.
