I was trying to do that a couple of months ago too. I couldn't get it to work either. Ask greenvalv about it. He might know.

Read my guide, D/L links in my sig. It'll show you how to alter the strings.
As for the weapon names, that's default in the sprites. The descriptions and the names that show up in-battle telling you what's charging; online; offline; etc. can be changed......

You can change the way the weapon names apears in the battle screen, ya know when you go to red alert you see a listing of all your weapons and their charge status. You can change what it says there, however it will show up the same in the Refit screen. Can't change that unfortuntely. the file you'll need to edit is in the Strings folder, I think it's called Strings.txt, or aaStrings.txt. not sure which one right off the top.

+1 to karma for helping to clear that up (it looks like you could use it ;) ).

The names are actually in the EXE, just so you know. Sprites is a GUI interface only, the actual strings it loads comes from the EXE. Got that bit running a stack trace while the game was running.

What about SFC II / OP can they be changed for that game?
-
Weapon names cannot be changed.
Those are hard-coded in the sfc3.exe file.
For personal use only, one could hex-edit that file and change the names there.
