Title: A SFB question

I am adjusting hard points and what not on my ships and I am wondering which SSD book are considerd leagle, I have them all for the most part.

As I have noticed a diffeance bettween the Commanders ssd and Captains ssd book's, namly the Hydran Helbore frigate, in the Commanders book it does not have the two extra phasers, that it shows in the Captains book. So which one should I go by in basing my ships off of, Captain's or Commanders ssd,s

Captain's edition is current and replaces commander's edition.
