So the server finishes at the year we had originally planned, we are speedy up AoTK2.
Tunrs will not be 2.5 Minutes instead of 5.
Server should finish ion 2285-86 like was planned
As a result, disengament penalties will be double the amout of turns so they equal the same amount of time
PS. This was approved by the RMs on all 3 sides
