Title: Is this workable?

Server idea I be kicking around

3 or 4 sides

Each side consists of 1 Race slot and one pirate slot.
Ships would be the same
Race slot would be a "major" house
Cartel slot would be a "minor" house allied (sort of) with the major house
Race slot would be the hex flippers
Cartel slot would be pvpers.

Is it possible to set this up so the cartel slots would have (fairly) unrestricted
movement access around the map while the race slots move (and draw mandatories) as normal?

And (of course most importantly) is it possible to disable the engine doubling?
I know it was discussed, but as the discussion didn't involve people discussing how better
to deify me I didn't pay any attention to it.

Only tricky part ^ (but basically doable)

Yes, but why would you want to? Unless you are going to put empire ships in the pirate slots? Most of the pirates need the "coke".

It's for anothe civ war server so cartel and race slots will all have the same ships

Put the Pirate ships in an Empire Slot.
