There is a button at the top left of the campaign map on the dynaverse that allows you to switch views between the empire and cartel map layers.
When logged in as a pirate on the cartel layer, before moving into a hex, check the alliance of the hex above it on the empire layer, by right clicking it in the empire layer map view, if the empire hex is not allied, you should get a mandatory mission.
In short, the empire layer takes priority for determining mandatory missions for cartel players.
(this is assuming Herr Burt has not made all the empires and neutrals allied to all cartels)
This currently holds for The Forge and other traditional alliances servers.

Heh, how many years have I been playing this game, and I still regularly look at the map and go
????WHAT THE HELL HAPPENED????
before I realize I've switched between the views.
Thanks for the info Bonk, I'd noticed that pattern in single player but wasn't sure if that was just the combination of settings I happened to be using or what.

Um, 12,21 is a neutral planet on empire level and an alliey to me on the cartel layer, yet while flying Prime, I am getting mandatories on 12,21.

And that is exactly what should happen. You should get mandatories in neutral hexes. (empire layer has priority)
To make it clearer: the only hexes where a pirate should not get mandatories is in a hex where both the cartel and empire layer are allied to the pirate player. All other hexes should give mandatory missions.
Allied cartels and empires need to work in concert to establish cartel friendly territory.

BAck when I first started working on Econ War, I spent a long time playing with the tensions levels and the gf settings. I can't make it so you always get a mandatory mission in enemy cartel space and never get one in allied cartel space. As Bonk says, the empire layer simply plays too large a role in determing where mandatories appear.
However, after playing sufficiently with the gf and tensions, I got it so that you should get more mandatory missions in enemy cartel space (reasonably often) than you do in your own cartel space (fairly rare).
I figured this actually makes sense in a pirate campaign. It's OK not to get a mandatory in every enemy hex, since pirate cartels don't maintain deep layers of listening posts and large fleets of dedicated picket boats. It's OK to get occaisional mandatories in your own space, since even at home the police are out to get you.
