Czech Republic? (I know that old Czech-Slovak would win by a ton)
I Guess it matters if it is Per Capita or not... if so I would guess that Hungary or Luxembourg would be up there as well. I also seem to recall that Finland has had a real upswing in recent years.
But I will go with the Czechs.... (That is old Bavaria)
