According to the article by Jeff Robb, it is a Sensor Sail.

its more like an heavy destroyer or heavy scout with its sensor sail by its nearly same size of an Excelsior

Indeed, but if you ignore the scale, it does look like an Okinawa but with Excelsior parts.

According to the article, the size is given as:  L-W-H: 312-120-65 M  Tonnage: 164,000 MT
