I have not look at this issue for a couple weeks, but it's a server issue that needs a work-around.

It's not intended. I have the settings in the gf files set to only display mandatory missions in enemy space. (There are two parameters in the gf files. One that turns mandatories on or off, and one that turns them on only in enemy space if you have them turned on.)
Mind you, given the "historical" setup of the scenario, this isn't all bad either.
As a side note, I haven't experienced this yet. Are people seeing this happen with every mission, or only with a specific mission?
