ROOK used to have one... Does anyone else have one?
I want to determine precisely what the pp cost of ships will be for SG3... And it would be nice if I had such a handy tool...

If it comes down to re-creating it, I've taken some failed stabs at building a spreadsheet that would, after calculating the PP cost, determine what ship would be the replacement ship for each year, flag any immortal ships, increases in PP cost, or changes in ship class (ie. a CA being replaced with a CVL). Armed with this, an Admin could then make the call to let it slide, or fiddle with the numbers again until he's satisfied.
I've descided that this thing I started is beyond my ability with excel, but those versed in databasing through VB should find this comparativly easy...

First you'll have to determine what multipliers you want to use. There is a dificulty level multiplier (default = 1 for commodore, I think). After that here is an overall multiplier (default =6). Then, finally there is an additional multiplier for every class type of ship. Usually this last one is the only multiplier that admins mess with. Once you've determined these, the formula is:
PP = BPV*(1)*(6)*(ClassTypeMultiplier)
The ClassTypeMultipliers start out disgustingly small (once you get past DD's) and will need some boosting if you don't want DN's costing around 5,000 PP.
Once you've got your multipliers to make prices work the way you want, it's easy enough to create an Excel spreadsheet using the above formula.
