In Nemesis, it's quite clear that the Romulan Star Empire was enduring numerous internal and external conflicts. They appeared to be long lasting...as the earliest signs of struggle were during TNG and throughout DS9. With the Romulans dedicating their time and energy to the Dominion and the usual political corruption, they were very, very busy. Factor in losing much, if not all of the Tal'Shiar during the war, and you have a number of possibilities and scenarios that could explain their possession of starships.

That said, I think that the design should remain largely Reman. The notion of a Ferengi warship is hilarious to me, although I think the Dominion-inspired idea is good. The Scimitar was Dominion-like in that it had an outrageous number of energy weapons and equally awing defense capabilties. Perhaps Jem'Hadar ships were the templates for Reman

It'd have to be a little more complex than that since according to Nemesis dialogue, Shinzon was a battle commander in the Dominion War...

Remember in DS9 that Sisko wanted to get the Romulans fighting the Dominion because the Romulans had a non agression pact with the Dominion.  Maybe during that time the Dominion for some insane reason leaked some of their tech to the Romulans/Remans.
