Dear [recipient name was inserted here],


As your constituent and a buyer of digital media, I urge you to cosponsor
and support legislation, H.R. 107, the Bipartisan Digital Media Consumers'
Rights Act of 2003.  I understand that this bill will make it clear that a
consumer like me who buys a legitimate copy of a DVD movie, for example,
will not be branded a criminal for making a backup copy of that expensive
disk to use if the original is damaged.
 
H.R. 107 would protect my right to make a backup copy for my personal use
of movies I buy in DVD format.  I can already make copies of movies that I
own onto VHS and music onto cassettes and MP3 players.  I understand that
some courts have interpreted the Digital Millennium Copyright Act to make
this kind of backup copy illegal and have even said that it is illegal to
sell the software needed to create my backup copy.  That?s just not fair.
 
While the movie industry has a right to protect and profit from their
products, I believe consumers have a fair use right to enjoy and make
personal back-up copies of movies and other kinds of entertainment that we
have legally paid for.  As my Representative, I need your help to ensure
that my fair use rights don?t take a back seat to powerful entertainment
industry interests.
 
Please do not allow special interests to punish consumers for exercising
our fair use rights in the digital age.  Please co-sponsor H.R. 107 today.
