I've kind a whacky idea for a PvP war are attrition server/ISC invasion.

1.   Is there anyway to Create a "pool" of ships that a Race leader can pull from to assign to players?

2.   Can a ship be assigned to a player via the OCI while they are signed on?

1. If you create ships in the shiplist and restrict those to not be avaliable (not going to show up in the shipyards normally), then yes
2. NOT while they are on, they must not be on the server at the time

The Server shipyards can be handled by setting prohibitively high prices.  I'll hunt you down on TS to elaborate more on what I'm asking.
