AniFX - The Free Cursor Editor
SFC3 cursors are .cur format, 32x32, 256 colors. AniFX is a nice tool to create and edit cursor files.

IcoFX - The Free Icon editor
If you want to replace the icon of SFC3.exe, IcoFX has a built-in resource editor which can replace icons in any exe file. The size and color are not restricted.
